It also instructs multiple Senate committees to come up with guardrails for AI to address some of its biggest risks, such as AI-enabled discrimination, job displacement and election interference. “Harnessing the potential of AI demands an all-hands-on-deck approach and that’s exactly what our bipartisan AI working group has been leading,” Schumer said Wednesday. “This roadmap represents the most comprehensive and impactful bipartisan recommendations on artificial intelligence ever issued by the legislative branch,” Young said Wednesday. Schumer has described regulating artificial intelligence as a challenge for Congress unlike any other, vowing a swift timeline measured in months, not years. But policy analysts, and some congressional aides, doubt whether Congress can pass significant legislation regulating AI in an election year.

CNN —Russian forces have made two cross border assaults inside northern Ukraine, according to information from Ukrainian sources and officials – in what President Volodymyr Zelensky is calling a ‘new wave of counteroffensive actions” by Russia. In the first development, Russian soldiers penetrated at least one kilometre towards the town of Vovchansk, a Ukrainian military source told CNN. The source said the Russian ground assault towards Krasne was carried out by four Russian battalions - about 2000 men. “But our military and military command were aware of this and anticipated their forces to meet the enemy with fire. Billions in federal subsidies for semiconductor manufacturers are expected to help reverse a decades-long decline in America’s share of global chip manufacturing. As a result, America’s share of world chip manufacturing is expected to rise for the first time in decades, to 14 percent by 2032, up from about 10 percent today. The report found that much of the industry’s growth would be fueled by the bipartisan CHIPS Act, which gave the Commerce Department $39 billion to encourage semiconductor manufacturing in the United States. Absent that legislation, America’s share of global chip manufacturing would have fallen to 8 percent by 2032, according to the report. The United States is also expected to see a substantial boost in the domestic production of advanced logic chips, which are used in artificial intelligence, smartphones and autonomous vehicles.

The logo of Italian international banking group UniCredit stands on the facade of the group headquarters, located in the Porta Nuova district, as seen from the viewpoint of Palazzo Lombardia on September 29, 2023 in Milan, Italy. UniCredit raised on Tuesday its investor reward guidance for the year, after posting a much higher net income than expected and further boosting capital levels. Italy's second biggest bank said net profit for the January-March period was 2.6 billion euros ($2.8 billion), above the average of 2.13 billion forecast in a company-compiled analyst consensus. In the full year, net income is expected to be above 8.5 billion euros, it said, having previously guided for a 2024 net profit "broadly in line" with a 2023 result of 8.6 billion net of a tax asset writeup. UniCredit said it was raising its distribution guidance for 2024 to stand in line with 2023, when it paid out net profit to shareholders in full.

An unfortunate symbiosis has developed between pro-Israel culture warriors like Republican Representative Elise Stefanik and the most self-indulgent fringe of pro-Palestinian campus protesters. Together they are, wittingly or unwittingly, shifting attention from the urgent emergency in Gaza, where Israeli Prime Minister Benjamin Netanyahu is poised to defy the United States and invade the southern city of Rafah, to the much smaller problem of campus antisemitism. The United States has none.” Within the movement, I imagine such rhetoric functions as a sign of total commitment, a no-going-back rejection of hollow liberal pieties. Since 2016, pro-Israel politicians have pushed versions of a bill called the Anti-Semitism Awareness Act, which would codify, for the purpose of enforcing federal civil rights law in higher education, a definition of antisemitism that includes rejection of Israel as a Jewish state. In the past, civil libertarians were able to head such legislation off, but that’s become harder in the current fevered climate.

Biden faces widening partisan split over Israel
  + stars: | 2024-05-06 | by ( Ronald Brownstein | ) edition.cnn.com   time to read: +17 min
CNN —President Joe Biden is facing more critical moments this week that will test his fraught relationship with his base over Israel’s war in Gaza and potentially widen the partisan split about the Jewish state that has been building for years. Against this backdrop, partisan polarization about Israel among American voters was already widening years before the brutal Hamas attack last October and the devastating Israeli response it triggered. An array of polls this spring show how the war in Gaza has hardened this partisan split. Nearly half of Democrats, but only a little over one-fifth of Republicans in the CBS poll, said the US should pressure Israel to stop the fighting. “Biden has a Democratic caucus that is putting a lot of faith in this process,” she said.

For many in the middle class, inflation is at the heart of this feeling. That's making people feel locked out of many of the milestones long associated with middle-class life. 74% of middle class Americans have cut back on non-essential spending, according to Primerica's survey. 46% of middle-class Americans said they've dialed back or completely paused saving for the future and 38% said they didn't think they could afford an unexpected expense over $1000. Buying a home may be the greatest example of a tenet of middle-class life feeling out of reach for many, and that struggle is very real rather than merely negatively perceived.

Job growth in April was concentrated in traditionally low-paying sectors like healthcare and retail. Wage growth, though slower, still outpaces inflation, which is still a boon for workers. That's because the industries that led job growth in April are traditionally low-paying. Israeli Prime Minister Benjamin Netanyahu has long sought relations with Saudi Arabia, home of Islam’s holiest sites, as the move could domino across the wider Muslim world. The first component includes a package of agreements between the US and Saudi Arabia, another component has the normalization of relations between Saudi Arabia and Israel, and a third component for a pathway to a Palestinian state. The subsequent Israeli assault on Gaza, which has left the enclave in ruins and killed more than 34,000 Palestinians, may have changed the parameters of the deal for Saudi Arabia, analysts say. However, there has been no indication that the Biden administration would opt to bypass Congress for the bilateral agreement with Saudi Arabia to pass. Saudi Arabia is rich in uranium deposits and has insisted on being able to enrich it domestically, which would be a first for an Arab state.

Local news footage and social media images showed scenes of chaos: Members of the clashing groups threw punches and wrestled each other to the ground. At about 3:30 a.m., officers wedged themselves between the groups, and the violence began to de-escalate. As the campus awoke early Wednesday, students and other curious onlookers leaned against the barricades at the encampment, silently taking videos or snapping photos. A police helicopter continued to hover overhead, and a large Palestinian flag at the center of the camp swayed in the wind. 2024’s safest sunscreens for summer and year-round
  + stars: | 2024-05-01 | by ( Sandee Lamotte | ) edition.cnn.com   time to read: +10 min
The annual report provides a database of products by brand and type, while also breaking them down into the top recreational sunscreens, the best daily SPF (sun protection factor) and the safest sunscreens for babies and children. Many of the safest choices will be mineral-based instead of chemical-based sunscreens, said Emily Spilman, EWG’s healthy living science program manager. Mineral sunscreens work by physically deflecting and blocking the sun’s rays, as opposed to sunscreens with chemicals that absorb UV rays and release heat as they break down. In 2019, oxybenzone was an ingredient in 60% of all sunscreen products tested by EWG, dropping to 30% in 2022. By 2023 and again in 2024, the chemical was used in only 6% of tested products, which included sunscreens and daily moisturizers and lip balms with sunscreen protection.

Russian forces have used the “artillery drought” hampering Ukraine’s defenses since December to push forward on the eastern front near Avdiivka, making the largest advance since the early months of the war. Only on Sunday did the top Ukrainian military commander, Oleksandr Syrskyi, admit the fall of a series of villages that his subordinates had insisted for days were still contested. The resulting fallback showed Russian forces had, in just over two months, made the most substantial and swift progress since July 2022’s advances near Severodonetsk, according to a CNN analysis. DeepStateMap, which updates the frontline situation daily, showed significant losses near Avdiivka. Biden's new policy is largely a rewrite of the Obama administration's rule to safeguard U.S. critical infrastructure called the Presidential Policy Directive, or PPD-21, which was published in 2013. The effort to redraft that Obama-era infrastructure policy began over a year ago, in part to modernize it and keep up with hackers who have benefited from over a decade of technological advancement. The Biden administration has warned China not to help Russia in its invasion of Ukraine, or else the U.S. would be ready to act with sanctions. "We're aware now of the serious Chinese threat to our critical infrastructure, specifically prepositioning to disrupt or destroy critical infrastructure in the event of a major crisis," a senior administration official said. "The presidential policy directive that was created in 2013 didn't mention anything about CISA's role because we weren't created yet," a senior administration official said.
